Comprehensive Plan The Planning Division has been working since early 2003 on an update of Ashland’s comprehensive plan. The plan is a guide for the future growth, development, and redevelopment of Ashland. It takes into account the physical, social, economic, and environmental aspects of the community. The plan is used as a tool for the development decisions made by the Planning Commission and Board of City Commissioners. The City contracted with Wilbur Smith Associates to prepare the plan update. Other consultants providing assistance were Context Town Planning, KZF Design, GEM Real Estate Group, and Diamond Engineering. A comprehensive plan task force made up of Planning Commission members and other residents has been guiding the work of the consultants. The task force met monthly during much of 2003 to study development issues and make decisions on the direction of the plan update. Two public meetings were held in April 2003 to gain the opinions of citizens regarding the future of Ashland. Those opinions, along with data obtained during the year from various sources in the community and the work of the task force, have been combined to create the update.
