The Public Services Department provide the majority of services to the citizens of Ashland. The Director is Stephen Corbitt P.E. who is also City Engineer. Marion Russell serves as Assistant Director. Kandi Self is the department secretary. The department offices are located in Suite 408 of the City Building, which is located at 1700 Greenup Avenue. The telephone number is 327-2007. The office is open from 8:30 A.M. until 5:00 P.M. The Director’s office directs the activities of all divisions and may be contacted for assistance in resolving any concerns or problems with services provided. The Department of Public Services is involved in all construction throughout the City, public or private.
 

 

·     ENGINEERING:
The many duties of the Engineering Division include maintaining right of way records, keeping City maps current, preparing plans and drawings for projects, assigning addresses within the City, reviewing building plans prior to permits being issued, and doing surveys for City projects.  Engineering offices are also located in Suite 408 of the City Building and may be reached by calling 327-2008. The superintendent is Tim Moore.

·     ANIMAL CONTROL:
This division has two Animal Control Offices that enforce the animal ordinance of the City. These officers respond to calls from citizens and patrol to correct violations. Animal Control may be reached by calling 327-2044. The hours of operation are from 7:00 A.M. until 6:30 p.m. Problems after hours and on weekends can be reported by calling 911.

·     FLOODWALL:
This division maintains the flood protection for the City provided by the Floodwall, which runs along the river from 7th Street to 35th Street. The Floodwall is operated with the cooperation and guidance of the Corps of Engineers. The Floodwall office may be reached by calling 327-2045 between 6:00 A.M. and 2:30 P.M.

·     RECREATION:
This division operates Dawson Pool, schedules activities in the Parks, hosts the Halloween and New Year’s celebrations, and schedules activities in the Round House. The division is operated by Bruce Craft who may be reached at 327-2046.

·     STREETS AND TRAFFIC:
The Street section of this division is responsible for street repair, storm sewer maintenance, snow and ice removal, sweeping, and general construction. The Traffic section is responsible for traffic signs, signal lights, parking meters, and general traffic control. The superintendent is Paul Profit who may be reached at 327-2021 between 7:00 A.M. and 3:30 P.M. The Traffic section may be reached at 327-2069.

·     CENTRAL GARAGE AND SANITATION:
The City garage located at 41st Street maintains the vehicle fleet operated by the City.  The superintendent  may be reached at 327-2049.  Sanitation operates from an office located at the garage. Garbage collection is required of all residents within the City and is billed monthly with the water and sewage billing. Collection is weekly with a special trash pickup the first full week of each month. Holiday weeks are operated on a ten hour schedule with no pickup on the holiday. If there is a holiday the first full week of the month the trash pickup will be the following week. Sanitation questions or problems can be resolved by calling 327-2040 or 327-2049.

·     PARKS:
The Parks Division provides maintenance for the parks within the City plus maintenance for the City Building. This division also installs and maintains the Christmas decorations for downtown and Central Park. Parks also provide special support and assistance for celebrations such as Summer Motion and Poages Landing Days. The supervisor may be reached at 327-2042 between 7:00 A.M. and 3:30 P.M. ·     WATER PRODUCTION:
The water plant is a 24-hour operation 7 days per week. The plant averages over 9 million gallons per day with a capacity of 12 million gallons. Plans are underway to increase the production capacity of the plant. In addition to the water produced for the Ashland distribution system, some water produced at the plant is sold to neighboring systems. The plant superintendent  may be reached at 329-2058. Water problems may be reported to the plant on weekends and after normal business hours. The plant meets all state and federal requirements for water production and is monitored by government agencies on a regular basis to maintain the operation permit.

·     WATER DISTRIBUTION AND WASTEWATER COLLECTION:
This is the largest division in Public Services in number of employees. The responsibilities of the division include the installation and maintenance of water and sanitary sewer mains. Water is distributed using a series of holding tanks and water pump stations. Wastewater is collected using sewer pump stations and forced mains to get it to the treatment plant. Wastewater from outside the City is pumped through the City’s collection system to the treatment plant. This division must meet all government regulations for the distribution of water and collection of wastewater.

·     WASTEWATER TREATMENT AND PRETREATMENT:
The treatment plant processes all wastewater pumped in through the collection system. The treated water is tested and must meet all state and federal standards before being released into the Ohio River. The plant is monitored by government agencies, which regulate its operating permit. Pretreatment monitors incoming waste from industrial, commercial and other sanitation districts to determine to type and strength of wastewater coming into the plant. Surcharges may be imposed on those users if they do not meet permitted usage. The treatment plant is a 24-hour per day operation and may be reached by calling 327-2064 for operations or 327-2063 for Pretreatment.

·     CUSTOMER SERVICE:
The Customer Service Division reads water meters, turns water on for new customers, turns water off whenever a customer has a problem or is moving, replaces water meters, and turns water off for non-payment. Customer Service may be reached between 8:30 A.M. and 5:00 P.M. at 327-2019. After hours water problems should be reported by calling 327-2058. Mike Thompson is superintendent of the division.
